		<description>Cicero - not sure that retribution was the cause of the $4 million cut to Insurance.  WE are simply out of money by a long shot more than was taken care of in the latest can kicking. 
On the other hand, I think that there WAS retribution during the previous budget go around  when Arnold cut $1 million or so from the Controller in the budget blue pencil action, which I think was payback for all the grief that Chiang gave to the administration on the subject of furloughs, and his antics in court etc. Arnold also cut the Treasurer last February, but I think it was just so as not to appear to be singling out anyone.  After all Lockyer voted for Arnold!!  And I also think it would be impossible that Lockyer and Arnold weren&#039;t friends.</description>

Poizner&#039;s race against Ira Ruskin was very close, but he lost nonetheless.  I know that Poizner was very grateful to Arnold for his assistance in all the ways Bradley mentioned.  On his Inaugural night, (which was also Arnold&#039;s 2nd Inaugural), Poizner lavished praise on and duly acknowledged Arnold and the role he played. I am told that he not only said those nice things, but that he may also have been visited by Arnold at the Inaugural festivities at the Sheraton Hotel.  Either that or Poizner made a &quot;pilgrimage&quot; to Arnold&#039;s party as the grateful pol.  Having not been there myself I can&#039;t say for sure, but I do know, Jacksend, that Poizner would be able to confirm to you all of what Bradley said and much more if you were to ever interview or speak to him.</description>

And then did some digging to see what people who work for him or deal with the Department think about his leadership.  For example, how much of the &quot;Strategic Vision&quot; on the CDI website has been accomplished?</description>
