		<description>While any convention will certainly require a reexamination of the taxing power of local governments, let&#039;s not loose site of the fact that rising property values and regular turnover of property through sales have allowed the counties to enjoy ever increasing property tax revenues throughout the years since Prop 13 passed. It is only now, as the value of property declines that local governments are seeing real declines in property tax revenue. The energy behind the Prop 13 revolution came from punishingly high inflation rates and a perceived lack of fiscal restraint at the local level.  Restraint of both local and state government spending, perhaps based on population statistics and inflation reports, should be included in any convention approach to remaking government.</description>

Even long-standing homeowners will confess that Prop 13 has proven to be fundamentally unfair, but very few understand all of the damage and repercussions from implementing Prop 13, including the loss of local control, the Rube Goldberg machinations that abuse redevelopment to launder property taxes into sales and hotel taxes, or the long-term damages to our budget as state bond measures without tax increases continue to add to our long-term debt.
